No way. Windows is not Unix. The Linux model will not work for the Windows API. Linux succeeded because Unix has always been fairly open, with a small set of API's, and lots of source code distribution of applications, enabling quick ports. Most Windows applications do not have distributed source code, thus porting to "Freedows" would be impossible (and illegal if not done by the owner company, in many cases, Microsoft). And yes, you'd have to port because to copy the API's completely would be a HUGE task. Not to mention all the API's that Microsoft doesn't tell you about that will prevent their applications from working on anything but their systems to begin with.
