Here's an excerpt from the WSJ article quoted on the page you posted. Pretty hard to work up any anxiety over this since MSFT has reported exactly zero customers have requested the non-IE version of Windows95. At least Klein will get headlines saying his multi-million dollar investigation is leading to "action":

"Antitrust chief Joel Klein is still weighing legal tactics and hasn't yet signed off on filing a new case, the people close to the probe said. Senior Justice Department officials are reluctant to stop Windows 98 outright, as previously reported, and could take a narrower first step. This could involve seeking a court order forcing Microsoft to offer Windows 98 in a version without Internet software while also permitting a bundled version to be sold."
