This specification was developed by Compaq. It allows the insertion and removal of peripheral cards on the PCI bus while the system is STILL POWERED ON.

Normally, this is a no-no, plugging cards into a powered up system because of power shorts, latch-up situations, etc. that can occur.

However, the capability is very advantageous for systems that must be "maintained" in a running condition should certain components fail (assuming the system can flag the failures, alert a maintenance person, and continue to operate despite the failure.

Maintenace people can then remove the failed component and insert a new one and the system software will recognize the "corrective action" and revert back to "normal" operation.

This is a critical capability for Servers which need to run in a "non-stop" mode supporting a large number of users or applications.
