FYI- possible Loral/Alcatel involvement in Andesat:

From Business News Americas:

FCC Recognizes PAN Satellite Importance - Regional

April 7, 1998

The United States' Federal Communications Commission (FCC) has described
as of up-most importance that the Andean Community's (PAN) satellite
communications company Andesat goes through with its planned launch of
the Simon Bolivar satellite in the year 2000, with an orbital position
67 degrees west.

A meeting is expected to be held later this month to resolve a minor
technicality which has turned into a small obstacle to negotiations.

At its March 27 annual general meeting Andesat said it was considering
the association of a new partner, namely France's communications
consortium Alcatel-Loral, which would guarantee the project's financing and launch date were met.
