Isn't that a bullish sign. Everybody who wanted to short already has. And that means short interest is again up, thus signifying there could be another squeeze.

Nope it is a bearish sign. Small investors want to mimick professional managers, doing shorts etc. When there is no stock to short that means instututions have used them up, and it is usually too late for the small investors to join. At this stage institutions are not buying the stock anymore. Supply and demand. They will cover later.

On the other hand, if there is plenty of stock to short, that it is not the time to short.
