I deal through Schwab and got 400 short yesterday and 300 today, but I put my order in last night. The supply of stock to short is totally broker-dependent, and one broker being out of shares to lend does not define the market.

I've learned to reserve shares for shorting early, if my limit price isn't hit I still have those shares reserved for me, and I can change the order price if I like.

Not all the shares reserved for shorting will actually be shorted but the broker can only take as many reservations as they have supply to lend.
