All else being equal, in some cases, absolutely. Depends on what you are going to be using it for. There are as many usage scenarios where you won't notice a difference as there are where you will.
One thing however, the 300Mhz model purchased today over the 200Mhz system will have a longer lifecycle.

Consider a business who bought a 100Mhz system a couple years
back instead of the higher priced, high end 200Mhz system. Today, that 100Mhz system with it's slower I/O subsystem is all but obsolete
and crawls with todays OS and apps while the 200Mhz system still has
some life left in it. Now, the difference between 100Mhz and 300Mhz is quite profound.... not purely from processor speed but all the other supporting peripheral functions that make up the complete machine.

Businesses know that buying leading edge technology yields the lowest lifecycle costs. Being penny wise and pound foolish is not any way
to run a company.
