The plan for ViaSat's "satellite local loop" would use small dishes(60cm), not the typical size seen in VSAT systems.
The MOU with NorTel is a likely inroad for ViaSat into any large infrastructure project. They have the size to pull off an order that would cover one of the regional telephony-via-GEO projects. Hughes hasd their own DAMA technology, but it is not out of the question that they would implement PCMA(and pay a fee to ViaSat) in any system where they are building the sats(i.e. Thuraya). Lockheed is building ACeS, which has a mobile component to it--I do not know if ViaSat technology would apply. The best bet is the service talked about by Loral over Telstar, SatMex, or Orion(and now Europe*Star) transponders. This would be to fill in areas where mobile G* demand is high and there is still a need for fixed site coverage(China is likely, as is India, Russia, South America).
