The FCC issues a report to Congress on 4/10 which will address their current thinking with regard to any access charges or universal service obligations which might someday be applied to ip telephony or internet/online services in general. Personally, I doubt anything would happen soon anyway, because an FCC rulemaking process is very time consuming. By the time a rule applying charges would be put in place, companies like ICGX will have large subscriber bases. You should be able to find the FCC document at their website on Friday (www.fcc.gov)
