Well, they (Dell) did charge sales tax in Va. on a direct sale from TX, and when I asked, I was told that they collected sales tax in all states.

Sales tax: typically an out of state mail order company will charge sales tax in your state if it has nexus in your state (such as employees/warehouse/sales office). Cannot speak for Dell specifically.
