This one may help, but is not specific to just stochastics. However you can limit the search to just stochastics. It gives you a list of symbols meeting your specifications and then its pretty much up to you to check the charts and see if the TA supports a long or short position. Hope this helps.

Jason is right. Alphacharts is the only free site I know of for scanning. I only know of four charting sites period. Alphacharts, Bigchart, iqc, and cbsmarketwatch.
