CSCO does have a relationship with INS:

SUNNYVALE, Calif., Jan. 27 /PRNewswire/ -- International Network Services (Nasdaq: INSS - news), a worldwide provider of services and solutions for complex enterprise networks, and Cisco Systems (Nasdaq: CSCO - news), the leading supplier of internetworking technology, unveiled a series of technical seminars examining key network performance management solutions and techniques.

A post on the Yahoo board mentioned CSCO as an investor in INS.

I think INS mgmt stepped on some toes and had to reverse course quickly. I gues well find out eventually.
