Currently ADOT is a non-reporting company. I believe that they are working on it.

I believe that their financial information from 1997 are on their website, which off the top of my head is adot.org

If the financials are audited then the filing is merely a matter of filing out the 10-k form and submitting it to the SEC (at which point it is reporting). If they are un-audited they will have to pay money to auditors so that they will be audited (ie. after they get the money for their first billboard display)

Stocks that are traded on major exchanges like the Nasdaq, AMEX, NYSE must be reporting. OTC-BB stocks currently do not have such a requirement, but real shortly it will be a requirement to stay on the BB (pending SEC approval). Companies that don't file will get shunted to the pink-sheets (the investment equivalent of slums. BB stocks are just a bad neighborhood as compared to Nasdaq/AMEX/NYSE stocks)
