Tino,

The Dept. of Labor also enforces salary requirements to make sure no "alien" gets hired because he/she is cheaper than an American with comparable skills.

The dept of Labor! Yeah they're on top of things! Why just last week I needed to hire a Java developer, somewhat out of my field of course, so what do I need to pay this individual? Well the first person who came to mind to ask about Silicon Valley salaries was my good friend Robert Reich!!! As soon as I got in touch with him, we had a long conversation about the "goldilocks economy" and the whether or not the 3 bears were "intellectually neutered", which of course could explain the porridge temperature used in the calculation for Java developer pay. Java being 40% hotter than porridge, that is.

It is a myth that foreign engineers take jobs away from Americans. They take on positions that could not be filled otherwise.

Right again! No american worker wants those 25K/year consulting jobs from TechAge, and yup its a problem... lets see what do we do...

1) Let the US free mkt float the wages like we do for EVERY other profession... programmers get expensive, companies look for new and creative ways to save money using less programmers... new 'AI-type' industries are created to automate the coding process which btw hasnt changed in 30 years... automation takes over routine programming tasks, everybodys happier... meanwhile wages have appreciated so that more highly skilled people are interested in tech jobs, (and less are now needed due to tech improvements) there is no more shortage.

2) Import more foreign nationals for a quick-fix approach.

Who in this room thinks #2 is better? A show of hands? Anybody?
