In short, I assume you mean heavy oil pricing.

When one is discussing heavy oil or oilsands, the focus is not the pricing but the technology to extract.
On the assumption the pricing maintains $10 or greater the cost to produce is well under.

If your interest in this relatively new science is growing, exponentially, may I suggested you begin your journey in the Fort McMurray Chamber of Commerce.
