The CD package is attractive because it is a neat 'packaged' step by step solution. It is a tailored, Project Management package, with a simple, structured methodology to gather the information about what is on the plant floor in what configuration. The compliance database is used at the back end.

So the key is working out what companies this will be attractive to. It seems to be aimed directly at small/medium sized companies who don't have much skill and need to take a 'fill out the form' approach to manage the problem.
Bigger companies would find bits of it useful, but many will prefer to put a tailored approach in place better to suit their organisation.
The very small companies... who knows?

Has anyone done a study of the marketplace in terms of plant floor size/distribution?

For those who have not looked at the CD demos, it is important to realise that it is not a magic wand. It is a tailored, structured method more than anything else, and could be reinvented by any half-decent consultant in a day or two according to standard project management/problem solving principles. The compliance database part is a very useful back end - but it is by no means indispensable.
