That is likely to have an impact of tempering Qwest's rise and all other companies using IP/voice. However, another factor could come into play if the price languishes and becomes a target. A takeover attempt is not beyond possibility if Anschutz is favorably receptive to a nice offer from one of the biggies from Europe or elsewhere.

As posted earlier, this does not effect QWST since it already charges the access tax on customers bills. Simply call QWEST and verify, there is no need to speculate.
