I think the news that the Russians will reduce output/exports is very significant. This marks a major policy change, one that most people didn't think would happen. If Russia is willing to join with the rest of the major oil producing countries by reducing output, I believe we have a better then ever reason for being long this sector. Russia has NEVER given any indication, that I've seen, that they would join the rest of the world in this fashion.

It may take the market awhile to digest this information and recognize the significance of this announcement.
