Re. My bias is that I view DOJ action mostly as a political event.

It may be best for MSFT to just lose and get broken up or pay a very large fine. The worst I can think of is how it went with IBM - 10 years of protracted litigationand the Lawyers making policy. That would cost them much more IMO.
