I guess I didn't make myself clear. Yeah, you're right, it's no big deal to match one record in a database to another through the use of a common identifier.

I was using the word "match" in the law enforcement sense, i.e., positive ID. The only way to ensure that a photo matches a fingerprint is for both to be taken at the same time during the same detention event. At that point, you can assign a common identifier which links the two in your database, but you first have to establish physically that they belong to the same person.

For example, if you had a fingerprint from one detention event and a photo from another event where the name is the same for both but where the photo and fingerprint were taken separately, you could not be certain you had the same individual without taking the fingerprint again.

The simple database tricks are no big deal.

My DD on this issue goes back quite a few years. I'm responsible for integrating criminal justice systems in our jurisdiction, and I work with these people everyday, so believe me, I know the issues. I am very excited about DDSI's technology. When I read your summary yesterday, the first thing I did was to call one of my colleagues here who is responsible for implementing livescan statewide to see if she was familiar with DDSI's system. She wasn't. She sounded interested but told me about the massive investment already made in existing technology and said in no uncertain terms that they wouldn't bother looking at a new system unless it received FBI approval. She did sound interested, however. I told her I would keep her posted.

I called DDSI to get a packet and hope to receive it soon. Their web site doesn't even reference livescan, so no help there.

Anyway, I'm not trying to pan DDSI, just trying to temper your enthusiasm a little with a dose of reality.
