Dear Dave - hehe, sorry, I tend to mumble. First, some definition: R(equest)F(or)P(roposal). I'd suspect much of the remediation works require bids, be they open or secret. However, the successful bid requires more than just the lowest bid. It is like DD doing work for that lady's foundation. The lady may take the low bid into considerations, but she will also have to judge other things. The same with EXSO. If EXSO financial picture is clouded, the potential clients may opt to higher bidders or even cos less qualified. So, if EXSO can present a better financial picture, its chance is improved.
