James, Don't think for a minute that that is not a viable tactic.

I worked for one of the huge entertainment industry film makers, w/stock options. They kept their stock price down for three years because they were afraid that a large shareholder (another company) would buy them out. Three years after I left the company (and took my options) the buy-out threat was over and their stock took off.
Other things helped their stock price rise also, but the point is, I was financial acct and know how numbers are played with.

Not that CPQ is doing that, but it can be done.
