Sounds like Dave's talking about a target of 96 yen/dollar. Japan's goal up till now has been to maintain exchange rate stability. If they are actually going for 96, I think that means their selling of US treasuries is through for now.

If their goal is to maintain stability, well, this is not the first time they have intervened when the yen broke 130. Probably the first time they had real cooperation from Washington, though.
