I think you are close. I believe that it was more that the Jewish leadership was afraid that the Romans would perceive that Jesus was a threat and that the Romans would take it out on them and possibly even the Jewish population. After all, we know from Josephus that Pilate was a ruthless leader and had taken some rather severe actions against the Jews before. Therefore, they hatched a plot to quiet Jesus before the Romans stepped in to do it. Of course, the Jewish leadership also had other motives like the fact that Jesus spoke out against them very publicly. However, based on the way Pilate was reluctant to crucify Jesus, I don't think that the Jewish leaders' perception that they had to quiet Jesus before the Romans took some drastic action was a correct perception. But that really didn't matter in the end as it was convenient to get rid of Jesus so he would no longer publicly challenge them anymore.
