Mike,

During those wonderful El Nino years you mention, I was living in parched and arid Southern California, although I do remember some industrial-strength dumps down there in 1974. As you know--and Jfred will vouch for this--to the minds of those who live in Southern California, Northern California (that part of California above Oxnard) is twenty worlds away and might just as well be another planet. The poor folk down south can boast only of Arrowhead and Big Bear, there being no comparison with the mighty Sierras.
