Frankly, I don't give a rat's how many clean-room JVMs are out there as long as they're all compatible. Unless you're Microsoft, there is no advantage whatsoever in falling out of compliance with the standard. I don't think JavaSoft is doing a bad job, they're just not doing anything which any reasonable person could claim is even within a hundred miles of doing a good job. They need to break JavaSoft into a software development arm and a wholly independent standards body. There is no vote, it happens now.
