It probably is illegal to strap anyone to the outside of a vehicle. Check your state's Vehicle Code or other applicable code. In California, it is unlawful to ride in the back of a pickup truck, although it is done all the time and the law is not stringently enforced.

Reminds me of a funny story about a guy and a car that attracted the attention of the CHP when they saw the fellow draped over the fender of a car going about 20 mph down a freeway. The story was that the car had carburetor problems, and he was holding the float open so the car wouldn't die. Crazy, but true. Yup, citations were issued.
