I guess the NY Times and CNN have different takes on the FCC announcement. It appears that the FCC has not made any conclusions at this point in absence of a "complete record". That is not expected to change anytime soon. FCC Chairman suggested that internet providers that use their own networks to provide internet service could end up having to pay fees to support the nation"s phone system. It is clear that the Clinton administration is against regulation and maintains executive pressure to prevent further regulation.
