Does the wash-sale rule apply within a "IRA self directed account" or between IRA accounts and non-IRA broker accounts.

Eg1: Sold xyz at loss in non-IRA account.
Bought xyz next day in IRA account.
Is this a wash sale?

Eg2: Sold xyz at loss in IRA account.
Bought xyz next day in same IRA account.
Is this a wash sale?
