Do you notice the intentional opaqueness in their phrasing which successfully avoids spelling out exactly what a phone to phone call might be?

Telephone handsets, indeed. Maybe it's covered in there, somewhere, but I didn't come across it during my first scanning. Such a tactic, if it is not described more precisely in the document, would appear to be hedging on the agency's part, if they leave it vague, since it leaves the door open to future assessments on non-LEC and PBX-initiated calls which use "dedicated access lines" to the ISP (and possibly physically-owned bypass or rented lines that do not traverse the ILEC), along with those which are made over the LEC's central office lines and switches.

I'll have to devote more time to reading this when I have some to spare...
