Brazil Cardoso To Name Acting Communications Min

RIO DE JANEIRO (Dow Jones)--Brazilian President Fernando Henrique Cardoso will name an acting communications minister to assume the duties of Sergio Motta, who has been hospitalized for the past six days, Brazilian media reported Monday.

Planalto Palace officials could not immediately confirm the information.

Motta checked into Sao Paulo's Albert Einstein hospital Tuesday after his chronic lung ailment worsened into an infection.

Motta's health has since deteriorated.

He was moved Friday to the hospital's intensive-care unit, where he remains under sedation and is breathing on a respirator.

Motta plays a key role in the privatization telecommunications giant Telecomunicacoes Brasileiras SA, or Telebras (TBR).

Media reports say an acting minister is needed to keep the privatization process rolling.

The same reports say Cardoso is likely to name Juarez Quadros, the ministry's executive secretary, for the position. An executive secretary has the same role of a deputy minister.

Quadros, a career employee of Telebras, was named to the position of executive secretary when his predecessor, Renato Guerreiro, was named head of the National Telecommunications Agency, known as Anatel.


Ministry spokesman Francisco Mendonca told Dow Jones Newswires that a decision will be made 'by early (Monday) afternoon' on whether an acting minister will be appointed.

Santander Upgrades Brazil Telebras To 'Strong Buy'

NEW YORK (Dow Jones)--Santander Investment revised its recommendation Monday on Brazilian telecomunications companies Telecomunicacoes Brasileiras SA (Telebras), Telecomunicacoes do Rio de Janeiro (E.TRJ), or Telerj, and Telecomunicacoes de Minas Gerais (E.TMG), known as Telemig.

In a report, analysts Leslie Marcus and Sergio Goldman upgraded Telebras to 'strong buy', from 'buy'; raised Telerj to 'buy' from 'market perform' and lowered Telemig to 'market perform,' from 'buy.'

Telebras 12-month target remains at $180, a 42.6% implicit upside, while Telerj's target price of $173 represents a 30.2% return, and Telemig's $203 target price implies a 25.7% upside, the report said.
