Re -- The providers buildout slowed last year but the "capacity" of that hardware was greater than the traffic at that time.

This is not true. Telcos (Bell Atlantic and others) and MCI and others were repeatedly saying that there was a bandwidth problem, for 2 years now.

Confusion ( and Cisco has added to the confusion, not allevated it) has slowed down purchases.

Re -- Cisco has almost all of the bases covered..
