fda- soes used to constantly run ahead of mm's because they were much faster. this would cause big volatility and not add much liquidity. however mm's now have better defensive software to automatically update from soes. we can now go to the washroom in relative peace. some ecn's like bloomberg charge mm's to trade with them. this does a terrible injustice to their own customer's as they will not execute their orders unless they are getting paid. many mm's refuse to pay bloomberg thus bloomberg has cut them off from select net. the mm's still have to compete with bloomberg's bogus mkt since it is publically displayed. i do not know enough about the new proposals to comment yet. hope i was of some help. cp
