BELL IN MASSACHUSETTS -- Bell Atlantic, which last week received a "road map" from New York's top utility regulator outlining what will be required to enter the long-distance market, expects to file a comparable plan in Massachusetts in September, according to Ivan Seidenberg, vice chairman of the company. Both plans, if executed, must still meet Federal Communications Commission approval under the Telecommunication Act of 1996. Seidenberg yesterday said the Massachusetts Department of Telecommunications and Energy contacted him last week to begin discussions. Some long-distance carriers, notably MCI, say New York regulators caved in to Bell Atlantic and did not address concerns about adequate competitive safeguards. [Boston Globe, D3.]
