Insert everybefore system. Cheats are always annoying. One's place in the economic order determines which ones are the most annoying. What about the cheats who don't pay their taxes, or pad their expense accounts? Just as bad as wellfare cheats. The behavour of a minority does not mean the general principle is bad - however it is always used by those on the opposite side of the argument to disavow the whole system!
