QWST is giving away bandwidth only, not fiber. i'm sure the valuation is "generous" and will give QWST a nice tax break in addition to all the other good things that could come from being involved.

They aren't giving away 500 million. It isn't their cost. It's for valuation purposes, and probably for tax purposes, too.

The prestige is worth it, as well. A frontrunner in the same boat with names like CSCO and Northern Telecom on the leading edge. We want to think of QWST as the CSCO of the "new" telecom industry, or the INTC or semiconductors...
