Out-of-hours trading always relative to broker/tools you use. There is no real bid/offer in the sense that you post a trade it must be executed (as is the case during trading hours). Also unless you preference a specific broker (ie one who is buying at a specific price that you agree with) you will often not get filled...and even then you may not get filled.
