Institutional investors do not sell the stock to my best knowledge.
Lower rating on existing bonds would not affect stock price directly. But indirectly it might imply that cost of funds might go up.
11% debt is sold at high premium now so I would expect that new funds would be below that but it is still high.
On another hand 1% extra on 1B translates into only 10M which is not that bad for AMD.
In short, I do not think that it is earth shuttering for amd but still not a good news
