The answer may be as simple as a design dilemma. If you make a phone that will work in Japan it won't work anywhere else. Why make the effort to redesign your phones when the native supply market has more than enough to satisfy (especially if it could be a political nightmare.) QCOM has no problem selling out its production in the states and elsewhere, why take on another fight when you don't need to?
