Not always. And that "yearly salary" does not include benefits, pension, health care, bonuses, severance and other less apparent costs.

Ususally consultants are hired because they are specialists in what a project involves, and because since most of these projects are finite, they don't have to fire someone at its completion.

Compare it to renting or buying a car for a three month trip to Alaska. Both have their unique advantages that shift based on the duration or purpose of the trip.
