No, they wouldn't need to use the Tempest (although that would be VERY nice if they did!). You may have seen the term "H.323" mentioned here, this is one of many possible standards that are being considered in this industry. As long as the various IP telephony equipment providers can agree on a standard by which they will transmit voice over IP, their equipment and networks will be able to interconnect, and route calls through each other's DVG's.
