I think the time to short will be when most of those presently short have decided a decline is over and have gone long, while meantime those who were mindlessly long have become cautious and are taking some money off the table.

Most bull markets turn bears by the following stages:

1. Stagnation at a high level

2. Final desperate blowoff compounded of wild speculation and frantic short covering

3. Caution

4. Fear

5. Panic

I hope that we are approaching the end of stage 2, but that may just be wishful thinking.
