Not to get too far off the beaten path of well reasoned scenarios........ but .......... suppose there were individuals and/or groups who felt a deep, almost religious, drive to rescue their country from what they see as a run-away government. When might they decide might be a resonable time to implement some of the disruptive tactics they might feel are necessary to accomplish their goals? Sure am glad this is just a mental exercise and couldn't really happen in the real world.
