Some time ago, I saved an article from the Charleston paper that was about the time it takes for DHEC to stop certain polluters from poisoning water.

The S.C. Department of Health and Environmental Control on Thursday acknowledged problems with the time it takes to crack down on water polluters, and it proposes a new set of staff guidelines.

"Hopefully, this will address some of the problems we've had in the past," said Bob King, assistant deputy commissioner for DHEC's Environmental Quality Control Division.

King told the DHEC board, meeting in Charleston Thursday, that changes in policy were proposed in January. But he noted stories in The Post and Courier last month pointing out that it can take DHEC up to a decade to crack down on some polluters. The new DHEC guidelines propose that just three months pass between the time regulators become aware of a water pollution violation and the penalty that results, King said. It can take up to 18 months now, he said.

Now why do you suppose it takes DHEC up to a decade to stop certain polluters and yet this tobacco producing state considers this tiny plant to be a major air polluter that must be tightly controlled. Does it depend on who the polluter is? Is that the DHEC policy they are addressing? Has anything been done about it since or is this more political smoke being blown by DHEC? What is our experience telling us?
