Inter-regional long distance rates and satellite links within the Russian Federation remain to be negotiated with the various regional carriers. The Republic will receive a portion of revenues from TLA. See - the last point is the key....that is why DGIV is sucking up the International business -- they are into win/win relationships in areas where no man has gone before.....because other companies are not win/win enough to strike deals with these entities. They try to sell/force their own proprietary solution on others & it doesn't work. When the customer wins - DGIV wins. The best strategy in a hyper-competitive world. The customer loves ya.
