It's already been done. 2 years ago a small company called PrivNet produced a netscape plugin called Internet Fast Forward that kept nearly all ads from loading on practically every website. They were bought out and the product disappeared. There are several companies making similar products now, the best of which is intermute at www.intermute.com..
