It is a most serious malfeasance here at DAR to mention a story and not follow through, particularly one which contains promising elements like mutant rats and train stations. To my knowledge, no one prior to you has even threatened to withhold a good story, much less carried through on the threat, so the punishment is a little unclear, but I'm sure Rambi has a suitable one if you insist on pushing the envelope. Personally I think you would be far wiser to take that 40 minutes and get that story posted. Otherwise, it could get ugly.
