I don't know what "eq" is. But, in general my answer is YES, I do believe that the Tempest is sufficient as Saviour to Franklin. The Tempest IS FNET, and it's also FTEL. The only thing that is holding FTEL's stock down is the fact that it's taking so damn long for them to get this thing rolled out! Hell, I've held every share for over 2 1/2 years waiting, waiting, waiting, etc. And, guess what, I'm still waiting. The company has been very close to the vest on where it's going. It has shared erroneous timelines such as:

1. Frank stated last fall that they'd have TWO domestic backbones in place by years end (12/31/97) Didn't happen.

2. In New York, Frank stated they'd IPO FNET between January 1st and March 31st. Didn't happen.

3. On Franklin web site the CFO stated they should have Nasdaq listing within 10 weeks. Didn't happen.

Couple this with Franks selling his own shares (and I know the story of WHY it was done, I just don't believe it was prudent). The misdirection of all the other programs E-Commerce, Web TV, etc., etc., and now the lack of keeping the stock holders in formed and what do you get? Disgruntled investors and a bottom barrel stock price.

Charles, I believe you are right. E-commerce will run the net. But in way? I believe Cendant (CD) has the proper approach to make zillions more dollars. CD is now my larges holding, and SKC is a close second (Both are up 8% +).

I'm still holding some FTEL which I'm holding as a gamble. I hope you guys are right (though I know better).

I might say that I find CD the most compelling Blue Chip buy I've ever seen. Take that for what it's worth.
