If I recall correctly, they had not even filed for the Private Letter Ruling from the IRS as of the 8K. It usually takes a few months to get the ruling. I would expect an announcement if and when it is resolved. It also usually takes a couple of months after the ruling is made to be published to the public (without all references to the companies involved). Honestly, I would think they will know by the time you file your 1998 tax return next April, but probably not too much earlier. If I encounter the ruling from BNA's Daily Tax Notes, I will attempt to post it here, but I wouldn't expect it for a while. The best bet would probably be to call Loral Investor relations and request an update. If you will be at the annual meeting, ask them there, or if you politely ask someone like Geoff, who I believe has indicated he will be at the meeting, to ask for you, he may just do it.
