We worked on the Annual Report until 3:00am this morning and they are now at the printers, Richard. They will be sent today.

2. We are still working on the bid for Indonesia, no news expected on that front until after its has been reviewed. Good news from Malaysia, Nader returned from commissioning the second Flood Warning SCADA system for Selangor State. Our agent advised he was asked to assist them in writing the specifications for two more systems which have been classified as urgent. I may have mentioned that already.

3. The Unitec Glentel bid has passed the technical review stage. The bid was a two envelop system where only the technical submissions were reviewed to prequalify the bidders. I am happy to say that Josemauri, our agent, called the other day to advise that the qualified bidders are now: ABB, Allen Bradley, Siemens, Valmet O.G., Unitec and an Italian company (I didn't get the name). We were successful over ABB, Siemens and Valmet when we bid against them before. We have not bid directly against Allen Bradley or the Italian company before. Nevertheless, once again we are in good company.

This is encouraging, but the technical assessment was not one that grades by points, so the price will be the determining factor I believe. Josemauri feels the Unitec portion of the bid is good, but has no experience in gauging the satellite side, so he isn't sure where we might stand. Glentel feels their bid is competitive, so lets all keep our fingers crossed.

4. I don't mind saying that Unitec is operating in the black this quarter, and I feel comfortable about our ability to remain there. The loan from Yorkton and the small financing provided the impetus to push some stalled projects ahead. Jerry has promised to have the first quarter statements ready for me to review by the end of next week.

This morning we had a company from Mexico visit us as part of his due diligence. He has four projects that he would like to bid Unitec product on. Michel is driving him back to his hotel as I write this. Like all those who visit our plant, he left quite excited, and thinks we can be a winning partner for him in Mexico.

Regards,

John

To keep you appraised, Richard:

3. Unitec & Glentel - bid status?

Dissappointing news. Our bid is high, and while no official announcement has been made (bids need to be checked to insure all items have been offered), I am assuming it is lost.

The high bidder was ABB at US$6.4M. Our combined bid was US$4.6M (Unitec Glentel portion was CAD$1.8, but our Brazilian partners appear to have added an unreasonable allowance for import duties, civil and installation costs). The low bid was US$2.8M.

Josemauri (our rep) is coming to our plant next week to discuss this and 3 expansion phases for the current contract we have in Curitiba, so I will get an explanation for their costing. I'm a little upset, at their side of the bid, as I think we would have won it if we handled the entire installation using our own higher priced labour.

Regards,

John
